The AKC is opposing Assemblyman Peter Rivera’s A10169 bill which would force all dog owners to have liability insurance, regardless of a dog's past behaviour. Some dogs would be reclassiified as dangerous based on previous bite statistics for the breed. The AKC is opposing the bill on the grounds that it penalises responsible dog owners who control their dogs and would take out the insurance, while irresponsible owners who would not comply, would continue to act recklessly.
